As an American, I have lived under illiberal democratic governance in Frank Rizzo's Philadelphia, but never have I experienced an organizational tool as far-reaching and destructive of civic life as the "mafia state" of Viktor Orban as it currently exists in Hungary. Americans are high on the list of Orban's persons of suspicion .
